An Istra entrepreneur renting a municipal bathhouse almost lost his business due to an incorrectly constructed indoor water accounting system.
The appeal to the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev helped to save the business.
An entrepreneur from Istra has issued a long-term lease for a municipal bathhouse. The object was put in order and was widely demanded by residents of all nearby settlements. More than 100 people visited the bathhouse every day. The entrepreneur did not provide for one thing, the heating of the room was carried out due to the process of water circulation in the pipes, and the water accounting device, at the same time, recorded the data as consumed water.
The data that the entrepreneur transmitted to the resource-supplying organization differed from the information of public utilities. As a result, accruals were made not according to accounting instruments, but according to standards. The businessman formed an impressive debt, and after a while the supply of water and heating in the room was turned off. The bathhouse ceased to function, and the entrepreneur could no longer repay the debt at a time and asked the resource-supplying organization for an installment payment.
Having failed to achieve a positive solution to the issue, the entrepreneur turned to the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev. On behalf of the Business Ombudsman, the head of the public reception of the Commissioner in the city district of Istra Sergey Gureev joined in solving the issue. The reception initiated a joint meeting at the city Prosecutor's Office. As a result, the appeal was considered in favor of the entrepreneur. The outstanding utility bills were paid in installments. The socially significant business of the entrepreneur was saved, the bathhouse resumed its work.
