Vladimir Golovnev made an annual report at a meeting of the Moscow City Duma
At the 48th meeting of the Moscow Regional Duma, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region, Vladimir Golovnev, summed up the results of the work of the Institute for State Protection of Business for 2022.
He noted in his speech that the systemic measures taken at the highest level made it possible to stabilize the situation in the economy in 2022, support the activities of enterprises, entire industries, and saved jobs in the regions. In the Moscow Region in 2022, the number of business entities increased by 6%, and the self–employed - by almost 50% compared to 2021. There is an increase not only in business, but also in people in business.
- In 2022, 2,580 applications were received to me for consideration – directly and through public reception offices in urban districts of the Moscow Region, which is 5% more than in 2021. Most of the complaints were related to administrative barriers. Complaints about the activities of law enforcement agencies still occupy a significant share of appeals. The third line is occupied by violations in the field of land and property relations, and then - violations in the field of public procurement, abuse of dominant position and others, - said Vladimir Golovnev.
The Business Ombudsman explained that three quarters of the received appeals were resolved positively, protecting the rights and legitimate interests of entrepreneurs in whole or in part. Some of the issues are in the works, about 9% are recognized as unfounded, because they go beyond the scope of authority or the applicant's claims are unlawful.
Separately, Golovnev noted effective cooperation with the regional prosecutor's office: "During the year, 39 joint receptions of entrepreneurs were held - 4 with the prosecutor of the Moscow Region Sergey Zabaturin and 35 with city prosecutors in municipalities, at which more than 120 appeals from entrepreneurs were considered."
In conclusion, Vladimir Golovnev spoke about the innovations.
"Starting from 2023, we send all our appeals together with the relevant ministry to the Redmine system and take them into account in the overall "heat map" of the SDG-business project. This is necessary so that we can monitor the dynamics of these appeals in order to solve them promptly," he said.
In addition, the contact center of the Commissioner has been operating since January. Entrepreneurs can report violations of their rights by state bodies or local self-government bodies, abuse of authority by officials, ask a question about the legal regulation of entrepreneurial activity.
