79% of the appeals received by the Business Ombudsman are considered in public receptions.
About 17 thousand appeals were received by the public reception offices of the Commissioner for the Protection of the Rights of Entrepreneurs in the urban districts of the Moscow Region.
Such results of the work were announced by Vladimir Golovnev, while summing up the results of activities over the past years.
- In 49 municipalities, 36 public reception offices help us. Reception managers are people respected by the local business community who know the subtleties of entrepreneurship from their own experience. They carry out a lot of explanatory work, advise entrepreneurs, hold personal receptions, build relationships between business and government and solve current issues directly "on the ground". Near 2034 applications were received in public reception offices in 2022, which is 78.9% of the total number of applications received to me, and in total over the years of work – about 17 thousand, - said Vladimir Golovnev.
Legal entities and individual entrepreneurs related to SMEs are the main applicants for the protection of their rights and legitimate interests. They turn to reception offices for various consultations and clarification of the current legislation.
Most often, the questions voiced by businessmen during the receptions concerned the following topics: in 33% of cases, they related to explanations in the tax sphere, 20.4% were related to violations in the field of land and property relations, in 12.1% it was about administrative barriers, and another 6.8% were about violations in the field of non–stationary trade.
- Thanks to the established contacts of the heads of reception offices with representatives of municipal administrations, control and supervisory bodies, prosecutor's offices, it is possible to remove the severity of issues on the ground, without bringing the problems to the regional level. For example, in Balashikha urban district the director of a manufacturing enterprise tried for several years to repair the access road leading to his enterprise, but was systematically refused. The head of our public reception initiated a meeting of the entrepreneur with the city prosecutor, at which this issue was raised. As a result, the prosecutor's check confirmed the businessman's correctness. And the road was promptly brought into compliance with the standards," Vladimir Golovnev said.
The Commissioner also noted the great work of the reception offices on legal education of the business community of the Moscow Region. In fact, thematic webinars, meetings and round tables are held weekly in all city districts by the heads of public reception offices themselves or with the involvement of experts.
