Thanks to the help of the Business Ombudsman, the problem of a large enterprise was solved.
A Moscow regional experimental mechanical enterprise specializing in the repair of industrial equipment could not begin construction of an object for new production facilities due to administrative barriers.
The problem was resolved after an appeal to the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev.
In February 2022, based on the results of the auction, the company concluded a lease agreement with the municipal administration for two land plots in the amount of about 9 million rubles.
When preparing the project documentation, it turned out that the sites are located within the boundaries of the quartz sand fields, and it is impossible to build on them.
The company's appeals to local authorities could not change the situation. It was not possible to obtain the necessary permits and start construction.
The CEO of the company asked for help Vladimir Golovnev, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region. In his appeal, he stressed that the municipality did not provide the tenant with complete and reliable information about the land plots and concealed information about their location within the boundaries of the deposit.
Having studied the applicant's arguments, the Business Ombudsman initiated a workshop with the participation of the Moscow Region Construction Assistance Center. A roadmap was jointly developed to address this issue. Thanks to the consolidated work, administrative barriers were overcome.
Currently, a new production complex is being actively built on the land plots.
