The Moscow Region Business Ombudsman told what questions and suggestions entrepreneurs have addressed to him since the beginning of the year.
The Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev summed up the results of work in the first quarter of 2023.
For three months of this year, I received 502 applications from entrepreneurs for consideration. In 54.2% of cases, legal entities applied, in 41.5% - individual entrepreneurs, 0.9% were collective complaints. At the same time, 93% of appeals were accepted for consideration, which contained complaints in 29.4%, questions in 58%, requests in 8.3% and suggestions in 4.3%.
A significant share is occupied by violations related to the activities of law enforcement agencies (28.3%). Violations in the sphere of land and property relations amounted to (23.9%). There is a tendency to reduce complaints about administrative barriers, since the beginning of the year their share was only 13%, although by the end of 2022 this topic was leading. Violations in the sphere of state and municipal procurement are in fourth place (9.4%).
The issues addressed to the Commissioner most often concerned taxation (28.9%), legal regulation of business (16.3%), land legislation (15.9).
The requests mainly consisted in the implementation of land and property legislation - 21.7%, obtaining a preferential loan or subsidy - 18.9%, the implementation of the established mandatory requirements - 10.8%.
The share of proposals voiced by Moscow Region entrepreneurs was related to issues of state support for business – 56.3%, improvement of land and tax legislation – both topics accounted for 12.5% of the total number of proposals.
