An individual entrepreneur engaged in retail trade addressed to the Moscow Business Ombudsman Vladimir Golovnev.
In his statement, he asked to understand the reasons for the unlawful refusal to install a sign on the facade of the building.
In order to designate the location of the store, the entrepreneur submitted an application to the local administration for approval of the installation of an information placement facility on the building he planned to trade. The attached package of documents contained the concept of the exterior information design of the facade of the building, previously agreed with the local government.
According to the applicant, an unreasonable refusal was received from the administration, in which the administration pointed out that the design project (project documentation) did not meet the architectural and artistic criteria defined by the regulatory documents.
In order to understand the current situation, the Commissioner prepared and sent a request to the city administration for the provision of all documents related to the performance of the specified municipal service.
As a result of an internal audit conducted by the municipal administration, it was revealed that the decision to refuse to provide the service was made due to a technical error. The responsible employee is instructed to prevent such mistakes in the future. The entrepreneur received permission to place the sign.
