A creek almost spread a Russian-Iranian project to build a warehouse terminal along different banks.

. But the assistance of the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev, helped resolve the unsolvable situation for two years.

Investors from the Moscow Region and Iran, as part of the development of trade relations, began implementing a joint project a few years ago. During this time, the warehouse complex in the partner country was completely built, while the russian side faced insurmountable difficulties.

"For the third year we have been submitting documents and cannot get the necessary approval. Refusal after refusal, there are already more than eight of them. And every time new comments. We fix it, wait 35 days – refusal. We spent a year on the sanitary protection zone, conducted archaeological research, research for the airport, geological, environmental research-excavations, conducted hydrotechnical research, damage project, water management characteristics. Just think about it, in order to get this one approval, we have written more than 430 letters to various government departments and authorities for more than 2 years, most of which have remained unanswered," the head of the organization said in his address.

Having exhausted all possible options for an independent settlement of the issue, the company turned to the Moscow Business Ombudsman for help.

On the initiative of Vladimir Golovnev, a visiting working group was held with the participation of all interested parties. The representatives of the company and the developer of the project documentation were given exhaustive explanations by the Moscow-Oka territorial administration of the Federal Agency for fisheries on the elimination of errors in the calculation of damage in the water protection zone.

Under the supervision of the Authorized Person, the developer of the project documentation eliminated the identified comments, and the territorial administration issued the requested approval within five days after receiving the corrected package of documents.

"All's well that ends well. But this situation is another example of the fact that for some reason the parties cannot hear each other without outside interference. The governor of the Moscow region Andrey Vorobyov, sets us a clear task – to comprehensively promote entrepreneurship, to be more sensitive to the issues that business raises, it is necessary to explain until the essence becomes clear. In turn, entrepreneurs themselves should be more attentive and responsible when choosing performers who develop technical documentation. Of course, my team and I are always ready to help, prompt, direct and, if necessary, assist," commented Vladimir Golovnev.
