An individual entrepreneur turned to the Moscow Business Ombudsman Vladimir Golovnev to protect his rights and legitimate interests.
His appeal contained a complaint about the inaction of law enforcement agencies during procedural (pre-investigation) inspections.
Since 2018, the entrepreneur has repeatedly appealed to law enforcement agencies with statements about the commission of crimes provided for by articles of the Criminal Code of the Russian Federation.
The applicant stated in his appeal that during the procedural checks, the police actually did nothing and repeatedly made decisions to refuse to initiate criminal cases.
Having studied the case materials, the Commissioner sent appeals to the State Department of the Ministry of Internal Affairs of Russia in the Moscow Region and the Regional Prosecutor's Office for further consideration and response measures.
According to the results of the internal audit, violations were revealed in the actions of the police department employees during the implementation of verification measures on the appeals of the entrepreneur. In particular, the police did not follow the instructions of the city prosecutor's office. Officials who committed violations have been brought to disciplinary responsibility. The inspection was resumed at the request of the entrepreneur. The issue is under the control of the Commissioner.
