About 1100 appeals were received by the Moscow Business Ombudsman for the first half of 2023.
For 6 months of this year, businessmen of the Moscow Region sent 1062 appeals to the regional Commissioner for the Protection of the Rights of Entrepreneurs- Vladimir Golovnev said.
78% of them were received through public reception offices in municipalities, 21% – directly to the Business Ombudsman, the remaining 1% - through the Office of the Commissioner under the President of the Russian Federation for the Protection of the Rights of Entrepreneurs.
94% of applications were accepted for work. In 6% of cases, the review was refused. The main reason for the refusal is a lack of competence.
Among the received appeals, we can distinguish: complaints, which make up 28.6% of the total, proposals – 3.4%, requests – 8.7%. The bulk of the questions are related to explanations of the norms of current legislation, including tax and land, general issues of legal regulation of business, support measures, control and supervisory activities, garbage removal, connection to networks and much more.

The territorial bodies of federal authorities received 39.4% of complaints, and they mainly concerned. activities of law enforcement agencies.
Less than 20% of the complaints of entrepreneurs concerned the state bodies of the Moscow Region, and in most cases were related to land and property relations.
"In general, the subject of appeals looks like this. Almost a third of the complaints received by me for consideration concerned violations in the land and property sphere (30%). This includes the establishment of requirements not provided for by law, and unlawful refusals to issue permits, approvals or licenses, ignoring business requests and much more," Vladimir Golovnev said.
The second line, according to the Business Ombudsman, is occupied by complaints related to the activities of law enforcement agencies. 27.3% of the appeals related to making unlawful decisions on initiating a criminal case or refusing to initiate it. Unlawful actions of police officers, red tape and delaying the terms of criminal proceedings, violations by law enforcement officers of the norms of the Criminal Procedure Code of the Russian Federation, the election of an excessively strict preventive measure and other issues also included in this list of complaints.
"I would like to note separately that the largest number of complaints about decisions, actions and inaction of police authorities came from entrepreneurs of Odintsovo city district, Mytishchi, Solnechnogorsk, Krasnogorsk, Istra and Ramenskoye. Moreover, only 29% were found to be unfounded according to the results of the review," the Commissioner stressed.
The third and fourth places in the number of complaints are occupied by violations in the field of public procurement and administrative barriers, 10.1% and 9.1%, respectively.
"In addition to direct work with appeals, the heads of public reception offices in the Moscow Region and our expert colleagues hold industry and thematic seminars, webinars, trainings, round tables, give informational and methodological support for entrepreneurs and conduct of business and participation in SME support programs. In total, about 40 events were held in six months, in which more than 2,500 businessmen took part," Golovnev stressed.
