On February 29 of 2024, in a message to the Federal Assembly, the President of the Russian Federation
Vladimir Vladimirovich Putin outlined the main business development strategies in the country.
In 2023, 1.2 million companies were registered in Russia, while the number of young entrepreneurs increased by 20% - today there are more than 240 thousand of them. This means that people strive to start their own business, believe in themselves, in their country and in their success. Such creative energy must be supported.
The President of the Russian Federation instructed the federal Government to work out the parameters of an amnesty for small companies that, with the actual growth of their business, were forced to use tax optimization schemes to avoid business fragmentation.
In addition, starting next year, it is planned to provide a mechanism not for a sharp, but for a smooth increase in the tax burden for companies that switch from a "simplified" to a general taxation system.
The temporary moratorium on business inspections has justified itself, therefore, from January 1st of 2025, it is necessary to completely switch to a risk-based approach, fixing it by law. Where there are no risks, it is necessary to apply preventive measures and minimize the number of inspections.
The President of the Russian Federation also proposed to grant small and medium–sized businesses a special right - once every five years to take credit holidays for up to six months, without worsening their credit history, while creating all conditions for this category of entrepreneurs to develop dynamically, and the quality of this growth increased due to high-tech areas of manufacturing business.
Separately, Vladimir Putin stressed that domestic businesses should operate in the Russian jurisdiction, and not withdraw money abroad.
- Today, the President said the most important words: "ensuring the protection of the rights of entrepreneurs is in the interests of the state and society as a whole. It is unacceptable for anyone, neither for the authorities nor for law enforcement agencies, to break the law or use it for selfish purposes."
