During the 80th meeting of the Moscow Regional Duma, the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev spoke about the results of the work of the Institute for State Protection of Business in 2023.
In his report, the Business Ombudsman noted the continued growth in the number of business entities in the Moscow Region - by 6.8% compared to the previous year. As well as the leading positions of the region in terms of the number of self-employed and social enterprises in the country.
In 2023, the Commissioner received 2 253 applications from entrepreneurs, with 82% of them through public reception offices in municipalities of the region. The portrait of the applicant in most cases consisted of legal entities – 52% and individual entrepreneurs – 39% of those who applied.
- The majority of complaints were related to violations in the field of land and property relations (23.2%) and the activities of law enforcement agencies (21.7%). The proportion of complaints about administrative barriers has significantly decreased (9.5). A year earlier, this topic was in the lead and accounted for 36.1% of all received requests - said Vladimir Golovnev.
The Business Ombudsman explained that in most cases the issues were resolved positively, protecting the rights and legitimate interests of entrepreneurs in whole or in part. Some of the issues are in the works, about 10% are recognized as unfounded, because they go beyond the scope of authority or the applicant's claims are unlawful.
According to the results of consideration of appeals, in 2023 the activities of entrepreneurs who paid more than 74 million rubles in taxes were restored.
In his speech, Vladimir Golovnev separately noted that due to effective cooperation with the regional prosecutor's office in 2023, the rights of 105 entrepreneurs were restored, whose appeals were received at joint receptions with the prosecutor of the Moscow Region Sergey Zabaturin and his deputies in the urban districts of the Moscow Region.
