More than 1,100 appeals were received by the Business Ombudsman of the Moscow Region in the first half of 2024.
The Commissioner for the Protection of the Rights of entrepreneurs in the Moscow Region Vladimir Golovnev summed up the work in the first half of 2024. According to the Business Ombudsman, 1116 appeals from regional entrepreneurs have been received in 6 months.
Most of them were issues considered in the Commissioner's public reception rooms – 86.6%, 12.9% of complaints were addressed directly to the Commissioner and 0.5% of appeals were sent from the Office of the Federal Business Ombudsman.
Most often, the Moscow regional businesses complained about the actions or inaction of territorial bodies of federal executive authorities – 42.9%, in 33.9% of cases – against local governments, 21.4% – against state bodies of the Moscow Region. 1.8% of the appeals contain complaints against authorities operating in other regions of the Russian Federation.
According to Vladimir Golovnev, traditionally the top three "leaders" in the first half of 2024 were led by complaints about the activities of law enforcement agencies. Moscow entrepreneurs faced illegal criminal prosecution of businesses, refusals to initiate cases at the request of an entrepreneur, and delays in the consideration of cases in 31.3% of cases.
23.2% of businessmen who applied for help faced violations in the field of land and property relations. Complaints about administrative barriers complete the top three – 10.7%.
He also noted that over the past six months, about 40 events have been held with the participation of the business community of the Moscow Region, 31 court sessions have been attended, and appeals on pre-trial dispute settlement are being considered within the working groups of the Expert Council.
"One of the important areas of our work is monitoring the business environment of the region, identifying systemic problems. For example, currently, along with public reception offices, we are conducting a survey on the degree of confidence of entrepreneurs of the Moscow Region in law enforcement agencies – said Vladimir Golovnev. "The results of the study will be reflected in the Annual Report, as well as sent to the Governor of the Moscow Region, the regional Government and the Moscow Regional Duma."
