The building of construction sites is an extremely difficult task. 

Including when it comes to commercial real estate. Conflicts and disagreements between the customer and the developer remain the rule rather than the exception. Such a conflict occurred in the Noginsk city district at the final stage of the construction of a shopping center. The parties had a dispute about the adequacy of the connected capacities. This circumstance did not allow the facility to be put into operation. But instead of going to court, the developer attempted to resolve the situation by contacting the public reception of the Commissioner in Bogorodsky city district.

Through constructive meetings and negotiations, the head of the reception Mahomet Sokolov managed to smooth out the contradictions of entrepreneurs, preserving their partnership relations. And instead of a months-long campaign to defend their interests in court, the parties came to an agreement, and the mall will open soon.

- Litigation is, first of all, a waste of time and resources for any business person. The Commissioner has the right to take measures for the pre-trial settlement of disagreements that arise from public legal relations. But the legislation does not allow to interfere in economic disputes between two entrepreneurs. Back in 2019, along with the Law Chamber and the Moscow Region Department of the Ministry of Justice, we established the Mediation Center of the Moscow Region to implement alternative conflict resolution procedures in the business community of the Moscow Region.

To date, the Center has considered about 3000 disputes, where in 9 cases out of 10 the parties have come to an agreement. Almost all the heads of the Commissioner's public reception rooms have been trained at the Center.
