A representative of a municipal company from the Dzerzhinsky city district appealed to the Commissioner for the Protection of the Rights of Entrepreneurs in the Moscow Region Vladimir Golovnev with complaints about the inaction of employees of the Ministry of Internal Affairs of Russia Lyuberetskoye during inspections of property damage to the enterprise, as well as red tape during the investigation of a criminal case.

The municipal company is a resource-supplying organization and provides consumers of the city of Dzerzhinsky with thermal energy, cold and hot water supply, is engaged in wastewater disposal and transportation. According to the results of the property inventory, the company's employees revealed numerous facts of non-contractual, unaccounted-for consumption of cold water supply and sanitation, as a result of which the company suffered property damage. According to the results of inspections conducted by the Ministry of Internal Affairs of Russia Lyuberetskoye, the body of inquiry repeatedly refused to initiate criminal cases, the terms of the investigation of the initiated criminal case were delayed. Complaints to higher authorities about inaction and red tape of employees did not yield results. In order to assist the entrepreneur, the Authorized Persons decided to send an appeal on violations of criminal procedure legislation to the Prosecutor's office of the Moscow Region. According to the results of the audit, the Prosecutor's office canceled four illegal decisions on refusal to initiate criminal proceedings, criminal cases were initiated in three of them, an additional investigation is being conducted in one, one decision on suspending the preliminary investigation was canceled, in addition, the Ministry of Internal Affairs of Russia for the Moscow Region introduced an idea on eliminating violations of the requirements of criminal procedure legislation, which was considered and satisfied.
